Preheat the oven to 350 F.
Line two cookie sheets with parchment paper.
Place the raisins in a bowl and cover with warm water. Let stand for 15 minutes. Drain and pat dry with a paper towel.
Whisk together the rolled oats, all-purpose flour, baking powder, and baking soda in a medium bowl.
In a large bowl, beat the granulated sugar, brown sugar, and butter at medium speed for 5 minutes.
Beat in the eggs one at a time, scraping down the sides of the bowl after each addition.
Add the dry ingredients and beat on low until the dough forms.
Use a spoon or a rubber spatula to add the raisins by hand.
Drop by heaping teaspoons. Make sure to space each cookie about 2 inches apart.
Bake for 8-10 minutes, then cool on a wire baking rack.
